• The Role of Digital Governance in Shaping Eurasian Economies

    Digital governance has become a defining factor in the economic transformation of Eurasia. While regional connectivity initiatives have traditionally focused on the construction of roads, railways, ports, and pipelines, governments are increasingly recognizing that digital infrastructure and governance frameworks are equally critical for facilitating trade, attracting investment, improving public administration, and enhancing economic resilience. Electronic customs systems, artificial intelligence (AI), digital public services, cybersecurity, cross-border data governance, and fiber-optic connectivity are reshaping the economic geography of the Eurasian continent. Recent developments—including the launch of China's Digital Silk Road, the adoption of new digital cooperation initiatives during the Second China–Central Asia Summit on 17 June 2026, Japan's CA+JAD Tokyo Initiative announced on 20 December 2025, the 2025 Organization of Turkic States (OTS) Summit in Gabala, Azerbaijan's implementation of the Digital Silk Way, and the inaugural Korea–Central Asia Summit scheduled for 16–17 September 2026—illustrate that digital governance has become a central pillar of regional integration. This paper argues that countries capable of integrating digital governance into regional connectivity strategies will enjoy greater economic competitiveness, supply chain resilience, and geopolitical influence across Eurasia.

    The geopolitical and economic landscape of Eurasia is undergoing a profound transformation. During the past decade, regional connectivity has primarily been associated with large-scale infrastructure initiatives such as China's Belt and Road Initiative (BRI), the Middle Corridor (Trans-Caspian International Transport Route), the International North-South Transport Corridor (INSTC), and the European Union's Global Gateway strategy. These initiatives have significantly improved physical connectivity by expanding railways, highways, ports, logistics hubs, and energy infrastructure. However, recent developments demonstrate that physical infrastructure alone is no longer sufficient to ensure competitiveness in the global economy. Instead, the efficiency of trade increasingly depends upon digital governance, including digital customs systems, electronic documentation, digital identity platforms, interoperable regulations, artificial intelligence, cloud computing, and secure digital infrastructure.

    Digital governance refers to the use of digital technologies to improve public administration, facilitate economic activity, enhance regulatory efficiency, and strengthen interactions between governments, businesses, and citizens. Beyond domestic governance, digital systems increasingly determine the speed, transparency, and security of cross-border trade. As global supply chains become more dependent on digital technologies, governments throughout Eurasia have accelerated investments in digital infrastructure while reforming administrative systems to support digital trade and innovation.

    The COVID-19 pandemic accelerated this transformation by exposing weaknesses in conventional administrative procedures and emphasizing the importance of resilient digital governance. Countries capable of rapidly digitizing customs procedures, expanding online public services, and maintaining uninterrupted logistics networks experienced significantly greater economic resilience. Consequently, digital governance has evolved from a domestic modernization initiative into an important component of national competitiveness and regional geopolitics.

    Digital governance directly influences economic growth by reducing administrative burdens, increasing transparency, lowering transaction costs, and facilitating investment. According to estimates by international organizations such as the World Bank, the OECD, and the Asian Development Bank, digital trade facilitation can reduce border clearance times by more than 40 percent while substantially lowering trade costs through paperless customs procedures and electronic documentation. For landlocked countries across Central Asia and the South Caucasus, where transport costs have traditionally constrained economic development, improvements in digital governance often generate economic benefits comparable to major investments in physical transport infrastructure.

    The emergence of digital governance also reflects broader structural changes within the global economy. Modern supply chains increasingly depend upon real-time data exchange, automated customs procedures, integrated logistics platforms, blockchain-based documentation, and artificial intelligence-assisted logistics management. Consequently, countries that fail to modernize digital governance risk becoming less competitive within regional and global production networks.

    Digital governance additionally supports broader policy objectives, including improving public sector efficiency, reducing corruption, strengthening regulatory transparency, encouraging innovation, and expanding financial inclusion. These reforms contribute directly to attracting foreign direct investment by creating a more predictable and efficient business environment.

    China has emerged as the leading external actor shaping digital governance across Eurasia through the Digital Silk Road (DSR), introduced in 2015 as one of the principal components of the Belt and Road Initiative. While the original BRI concentrated primarily on transport corridors, ports, and energy infrastructure, the Digital Silk Road expanded China's engagement into telecommunications, cloud computing, artificial intelligence, smart cities, satellite navigation, digital finance, and cross-border e-commerce.

    Chinese technology companies—including Huawei, ZTE, Alibaba Cloud, Tencent, and BeiDou Navigation Satellite System—have become major providers of digital infrastructure across Central Asia and the South Caucasus. Huawei, in particular, has expanded cooperation with several Central Asian governments in developing telecommunications infrastructure, cloud services, artificial intelligence applications, and digital skills training. These projects have contributed to improving regional internet connectivity while supporting broader digital transformation strategies.

    China's emphasis on digital governance was further strengthened during the Second China–Central Asia Summit, held in Astana on 17 June 2026, where President Xi Jinping and the leaders of Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, and Turkmenistan identified artificial intelligence, emerging technologies, digital infrastructure, smart customs, and innovation as new priorities for regional cooperation. Unlike previous summits that largely emphasized transport infrastructure and energy cooperation, the Astana Summit highlighted China's intention to deepen technological integration with Central Asia, reflecting the growing strategic importance of digital governance within China's regional diplomacy.

    Central Asian governments increasingly view digital governance as an essential component of long-term economic diversification. Kazakhstan has emerged as the regional leader through its Digital Kazakhstan strategy, which aims to modernize public administration, expand digital public services, strengthen cybersecurity, promote artificial intelligence, and establish Kazakhstan as a regional innovation hub. The Astana Hub has become Central Asia's largest technology park, attracting both domestic and international technology firms while promoting startup development and AI research. During President Xi Jinping's visit to Astana in June 2026, Kazakhstan and China signed several agreements expanding cooperation in artificial intelligence, cloud computing, smart manufacturing, and digital innovation, further strengthening Kazakhstan's position within Eurasia's emerging digital economy.

    Uzbekistan has similarly accelerated digital reforms through its Digital Uzbekistan–2030 strategy, focusing on electronic licensing systems, online public procurement, digital tax administration, electronic government services, and improvements to the country's investment climate. These reforms are intended to reduce bureaucratic inefficiencies while encouraging private sector innovation and foreign investment.

    Although Kyrgyzstan, Tajikistan, and Turkmenistan continue to face infrastructure and institutional challenges, all three countries have introduced initiatives aimed at digitizing public services, expanding broadband access, modernizing customs administration, and improving cross-border digital cooperation. Collectively, these reforms demonstrate that digital governance has become an important component of Central Asia's broader economic modernization agenda.

    Azerbaijan has emerged as one of the leading proponents of digital governance within the South Caucasus by integrating digital transformation into its broader strategy of economic diversification and regional connectivity. Recognizing that the competitiveness of the Middle Corridor depends not only upon physical infrastructure but also on efficient administrative systems, Azerbaijan has implemented comprehensive reforms aimed at digitizing transport management, customs administration, and logistics services.

    Since 2024, Azerbaijan Railways (ADY) has significantly expanded its ADY Smart platform, enabling digital cargo management, real-time freight tracking, electronic documentation, and improved coordination among railway operators. These digital solutions have contributed to reducing transit times while increasing the reliability of freight transportation along the Middle Corridor.

    The government has also expanded single-window customs systems, electronic transit permits, digital border management, and integrated logistics platforms to streamline cargo movements across Azerbaijan. These reforms complement ongoing investments in transport infrastructure while enhancing the country's attractiveness as a regional transit hub linking Europe and Asia.

    Among Azerbaijan's most strategically significant digital infrastructure projects is the Digital Silk Way, implemented by AzerTelecom and NEQSOL Holding. The project centers on the construction of a 380-kilometer Trans-Caspian fiber-optic cable connecting Sumqayıt with Aktau, creating a high-capacity digital corridor linking Europe and Asia through the Caspian Sea. Beyond improving internet connectivity, the project aims to diversify global data routes, strengthen digital resilience, reduce transmission latency, and support the development of cloud computing, digital trade, and emerging technologies throughout Eurasia. As digital connectivity becomes increasingly important for global commerce, the Digital Silk Way complements the Middle Corridor by enabling the movement of data alongside the movement of goods.

    The Port of Baku similarly illustrates Azerbaijan's broader commitment to digital governance. Following its designation as the Caspian region's first Green Port in 2019, the port introduced digital cargo management procedures in 2022, followed by plans to implement the Digital Customs Value system beginning in September 2025. These reforms improve customs transparency, reduce administrative delays, and strengthen the Port of Baku's role as a multimodal logistics hub connecting European and Asian markets.

    Regional organizations increasingly recognize that digital governance is essential for deeper economic integration. Within the Organization of Turkic States (OTS), member countries have prioritized harmonizing customs procedures through electronic trade documentation, e-TIR, e-CMR, digital permits, and interoperable logistics systems. During the 2025 OTS Summit held in Gabala, member states reaffirmed their commitment to expanding digital cooperation, recognizing that regulatory harmonization is necessary to maximize the efficiency of the Middle Corridor.

    Similarly, organizations such as CAREC, CICA, and the Shanghai Cooperation Organisation (SCO) have expanded cooperation on digital connectivity, cybersecurity, and technological innovation. The growing emphasis on digital governance reflects an understanding that regional integration increasingly depends upon compatible digital systems rather than solely physical infrastructure.

    Japan has expanded its engagement with Central Asia through the Central Asia plus Japan (CA+JAD) framework. During the CA+JAD Summit in Tokyo on 20 December 2025, Prime Minister Sanae Takaichi announced the CA+JAD Tokyo Initiative, which identified digital logistics, customs modernization, artificial intelligence, human resource development, and green digital transformation as central pillars of cooperation. Japan also pledged support for customs digitalization at Kazakhstan's Aktau Port, demonstrating its commitment to strengthening Eurasian connectivity through advanced digital technologies.

    South Korea has likewise strengthened its regional engagement through digital diplomacy. The inaugural Korea–Central Asia Summit, scheduled for 16–17 September 2026 in Seoul, is expected to deepen cooperation in artificial intelligence, digital governance, semiconductor industries, cybersecurity, smart cities, and innovation ecosystems. South Korea's globally recognized expertise in e-government and digital public administration positions Seoul as an increasingly valuable partner for Central Asian countries seeking to modernize governance while promoting innovation-led economic growth.

    Despite substantial progress, significant challenges continue to impede deeper digital integration across Eurasia. Levels of digital development vary considerably among countries, while differences in regulatory frameworks, cybersecurity standards, data protection legislation, and technological capacity limit interoperability. Concerns regarding digital sovereignty, data localization, and cybersecurity have also become increasingly prominent as governments seek to balance technological openness with national security considerations.

    The rapid expansion of artificial intelligence presents additional governance challenges, requiring common regulatory frameworks to ensure transparency, ethical implementation, and responsible data management. Likewise, strengthening regional cybersecurity cooperation has become essential as critical infrastructure becomes increasingly dependent on digital systems.

    To strengthen digital governance across Eurasia, governments should pursue five complementary policy priorities.

    First, countries should harmonize digital regulations by promoting mutual recognition of electronic signatures, interoperable customs systems, standardized digital documentation, and common technical standards for cross-border trade.

    Second, governments should accelerate investments in secure digital infrastructure, including fiber-optic networks, cloud computing facilities, digital logistics platforms, and high-capacity data transmission systems that complement existing transport corridors.

    Third, regional organizations such as the Organization of Turkic States, CAREC, CICA, and the Korea–Central Asia Summit framework should institutionalize cooperation on cybersecurity, digital governance, artificial intelligence, and digital trade through regular ministerial dialogues and joint technical working groups.

    Fourth, governments should strengthen public-private partnerships involving technology companies, logistics providers, universities, and research institutions to accelerate innovation, develop digital skills, and expand AI applications in public administration and transport.

    Finally, greater emphasis should be placed on building human capital by investing in digital literacy, cybersecurity education, artificial intelligence research, and specialized training for public officials responsible for implementing digital governance reforms.

    Digital governance has become one of the defining determinants of economic competitiveness across Eurasia. The evolution of regional connectivity is no longer driven solely by investments in railways, ports, highways, and pipelines but increasingly by the ability of governments to establish secure, interoperable, and efficient digital ecosystems that facilitate trade, innovation, and investment. Recent milestones—including the expansion of China's Digital Silk Road, the adoption of a comprehensive digital cooperation agenda during the Second China–Central Asia Summit on 17 June 2026, Japan's launch of the CA+JAD Tokyo Initiative on 20 December 2025, the commitments adopted during the 2025 OTS Summit in Gabala, Azerbaijan's implementation of the Digital Silk Way and digital logistics reforms, and the inaugural Korea–Central Asia Summit scheduled for 16–17 September 2026—collectively demonstrate that digital governance has become an indispensable component of Eurasia's evolving economic architecture.

    Looking ahead, the countries that successfully integrate digital governance with physical connectivity, regulatory harmonization, cybersecurity cooperation, and technological innovation will be best positioned to strengthen supply chain resilience, attract high-value investment, and shape the future of Eurasian economic integration. In this context, digital governance should no longer be viewed as a supporting element of regional development but as one of its principal strategic foundations.
