The Evolution of South Korea–Azerbaijan Energy Partnership
The accelerating global transition toward renewable energy has fundamentally reshaped the international political economy, transforming clean energy from an environmental objective into a strategic instrument of economic competitiveness, geopolitical influence, and national security. As governments seek to achieve carbon neutrality, reduce greenhouse gas emissions, diversify energy supplies, and strengthen resilience against geopolitical disruptions, renewable energy has become one of the principal drivers of international cooperation and competition. Investment in renewable electricity, hydrogen technologies, battery manufacturing, smart grids, digital energy infrastructure, and industrial decarbonization increasingly defines the strategic priorities of both developed and emerging economies. Consequently, partnerships in green energy are no longer confined to climate policy but have become essential components of foreign policy, industrial strategy, technological innovation, and regional connectivity.
Recent geopolitical developments have further accelerated this transformation. Russia's invasion of Ukraine in February 2022 exposed the vulnerabilities associated with concentrated energy supply chains, prompting governments across Europe and Asia to reassess their long-term energy strategies. Energy security has become inseparable from economic security, driving countries to diversify suppliers, develop domestic renewable capacity, and invest in new cross-border electricity and hydrogen infrastructure. At the same time, rapid advances in clean-energy technologies have intensified global competition for leadership in offshore wind, solar power, hydrogen production, battery storage, and smart energy systems. In this evolving landscape, countries possessing abundant renewable resources, favorable investment environments, and strategic geographic locations have acquired increasing geopolitical significance.
Against this backdrop, Azerbaijan and the Republic of Korea have gradually elevated renewable energy into a strategic pillar of their bilateral relationship. Although cooperation between the two countries has traditionally centered on hydrocarbons, industrial development, engineering, construction, and infrastructure, recent years have witnessed an important evolution toward clean technologies, sustainable industrialization, and energy transition. Azerbaijan seeks to diversify its hydrocarbon-dependent economy while positioning itself as a regional hub for renewable electricity generation and green energy exports. South Korea, meanwhile, has expanded its international engagement in renewable technologies, hydrogen development, digital energy systems, and industrial decarbonization as part of its long-term carbon neutrality strategy. These complementary national priorities have created new opportunities for cooperation that extend well beyond conventional energy trade.
South Korea has historically regarded Azerbaijan as one of its most important partners in the South Caucasus because of its strategic position at the crossroads of Europe and Asia, substantial hydrocarbon reserves, and growing role in Eurasian transport and energy corridors. Azerbaijan, in turn, has viewed South Korea as an advanced industrial economy capable of providing cutting-edge technologies, engineering expertise, foreign direct investment, and experience in economic modernization. As global energy systems evolve, both governments increasingly recognize that bilateral relations can expand beyond conventional oil and gas cooperation toward renewable energy, hydrogen technologies, smart infrastructure, digital transformation, and sustainable economic development. This transformation reflects a broader international trend in which strategic partnerships are increasingly measured not only by hydrocarbon trade but also by collaboration in low-carbon technologies, industrial innovation, and climate-oriented economic growth.
Diplomatic relations between Azerbaijan and the Republic of Korea were officially established on 23 March 1992, shortly after Azerbaijan regained its independence following the dissolution of the Soviet Union. Over the subsequent three decades, bilateral relations steadily expanded through political dialogue, economic cooperation, cultural exchanges, educational initiatives, and institutional engagement. Numerous bilateral agreements, high-level visits, and intergovernmental consultations strengthened cooperation in trade, investment, transportation, telecommunications, healthcare, science, public administration, and industrial development. Samsung Engineering, Hyundai Engineering, LG International, Korea Electric Power Corporation (KEPCO), Doosan Heavy Industries, POSCO, and numerous other Korean firms contributed to industrial facilities, engineering services, construction projects, electricity infrastructure, telecommunications, and digital modernization. South Korea also emerged as an important partner in public-sector reform, sharing its internationally recognized experience in e-government, industrial policy, technological innovation, and human capital development. Azerbaijan's energy strategy began to undergo a profound transformation during the second half of the 2010s. While the country continues to rank among the world's significant hydrocarbon producers through the Azeri–Chirag–Gunashli oil fields and the Shah Deniz gas field, the government increasingly recognizes the importance of diversifying the national energy portfolio and reducing domestic dependence on fossil-fuel-based electricity generation. Rather than replacing hydrocarbons, Azerbaijan adopted a complementary strategy in which renewable energy would satisfy growing domestic electricity demand while allowing larger volumes of natural gas to be exported through the Southern Gas Corridor to European markets. This approach simultaneously enhances export revenues, strengthens energy security, supports climate commitments, and reinforces Azerbaijan's geopolitical position as both a conventional and renewable energy supplier.
A decisive turning point in Azerbaijan's green energy transformation came with the adoption of the Law on the Use of Renewable Energy Sources in Electricity Production in May 2019, which established the country's first comprehensive legislative framework governing renewable energy development. The legislation introduced transparent procurement mechanisms, competitive auctions, investment guarantees, and regulatory provisions designed to encourage private-sector participation while aligning Azerbaijan's renewable energy sector with international best practices. More importantly, the law represented a strategic shift in national energy policy. Renewable energy was no longer viewed solely through the lens of environmental protection; instead, it became an integral component of Azerbaijan's long-term economic diversification strategy, industrial modernization agenda, and regional connectivity policy. By creating a predictable legal environment for foreign investors, the government aimed to attract internationally recognized renewable energy developers who could introduce advanced technologies, management expertise, and substantial capital into the domestic electricity sector.
The implementation of this legislative framework accelerated after the conclusion of the Second Karabakh War in November 2020. The restoration and reconstruction of the liberated territories created an unprecedented opportunity to integrate renewable energy into Azerbaijan's post-conflict development strategy. Rather than rebuilding conventional infrastructure alone, the government announced its intention to transform these territories into Green Energy Zones, relying extensively on solar, wind, hydroelectric, and smart-grid technologies. This initiative became one of the most ambitious regional green development projects in Eurasia, combining infrastructure reconstruction with environmental sustainability and digital transformation. It also aligned with Azerbaijan's broader vision of utilizing advanced technologies to modernize newly liberated regions, while creating new economic growth centers based on renewable energy generation.
International investors responded positively to Azerbaijan's evolving investment climate. Beginning in 2020 and 2021, the country signed landmark renewable energy agreements with Masdar of the United Arab Emirates and ACWA Power of Saudi Arabia. Masdar agreed to construct the 230 MW Garadagh Solar Power Plant, Azerbaijan's first utility-scale solar project developed through foreign direct investment, while ACWA Power launched the 240 MW Khizi-Absheron Wind Power Project. These projects represented the first large-scale commercial renewable energy investments in Azerbaijan and demonstrated growing international confidence in the country's regulatory framework. On 4 June 2024, during Baku Energy Week, Azerbaijan signed a series of agreements with Masdar covering the development of approximately 1 gigawatt of additional renewable energy capacity, including solar power plants in Bilasuvar and Neftchala as well as the 315 MW Banka Wind Power Plant. Collectively, these projects represented one of the largest renewable energy investment packages in Azerbaijan's history and reinforced the government's commitment to rapidly expanding domestic clean electricity generation. Simultaneously, negotiations advanced on offshore wind development in the Azerbaijani sector of the Caspian Sea, battery storage systems, green hydrogen production, and electricity export infrastructure connecting Azerbaijan with neighboring markets.
Azerbaijan's renewable resource potential provides the foundation for these ambitious initiatives. Official estimates indicate that the country possesses approximately 27 GW of economically viable onshore solar and wind potential, while the Azerbaijani sector of the Caspian Sea contains approximately 157 GW of offshore wind potential, placing Azerbaijan among the most promising offshore wind markets in the wider region. These resources offer significant opportunities not only for meeting domestic electricity demand but also for producing surplus renewable electricity for export to neighboring countries and European markets. Unlike many renewable energy producers constrained by limited export infrastructure, Azerbaijan benefits from its strategic geographic position linking Europe, Central Asia, and the Middle East, allowing renewable electricity to complement existing hydrocarbon export corridors.
The country's renewable energy strategy is therefore closely integrated with its broader foreign policy and connectivity agenda. Azerbaijan increasingly views renewable electricity exports, green hydrogen production, and cross-border transmission infrastructure as extensions of its long-established role in international energy markets. Existing oil and gas corridors are gradually being complemented by new electricity interconnections and digital infrastructure, creating a diversified energy portfolio capable of supplying multiple forms of energy to regional and international markets. This approach supports Azerbaijan's ambition to become a comprehensive Eurasian energy hub rather than remaining solely an exporter of hydrocarbons.
Institutional developments reinforced this strategic direction. On 3 February 2023, Baku hosted the First Green Energy Advisory Council Ministerial Meeting, organized alongside the Ninth Southern Gas Corridor Advisory Council Ministerial Meeting. The establishment of the Green Energy Advisory Council created an important multilateral platform bringing together governments, international financial institutions, development banks, energy companies, and private investors to coordinate renewable energy cooperation. Discussions focused on offshore wind, green hydrogen, electricity transmission, climate finance, investment opportunities, and regional electricity connectivity. Organizing both ministerial meetings simultaneously symbolized Azerbaijan's dual-track energy policy, which seeks to strengthen conventional energy exports while simultaneously positioning renewable energy as a new pillar of national development.
The convergence of these two policy tracks reflects Azerbaijan's broader understanding of energy security. Rather than viewing fossil fuels and renewable energy as competing sectors, the government has adopted an integrated strategy whereby renewable electricity reduces domestic natural gas consumption, thereby enabling larger volumes of Azerbaijani gas to be exported through the Southern Gas Corridor. This approach strengthens Azerbaijan's role as a reliable supplier of both conventional and renewable energy while supporting European energy diversification and climate objectives.
Azerbaijan's international climate diplomacy reached an unprecedented level in 2024. Through a presidential decree signed on 25 December 2023, President Ilham Aliyev declared 2024 the "Green World Solidarity Year," highlighting environmental sustainability, renewable energy, and climate resilience as national priorities. Throughout the year, Azerbaijan accelerated renewable energy investments, expanded international partnerships, promoted green industrialization, and strengthened cooperation with multilateral development institutions. The initiative also reflected Azerbaijan's intention to present itself as an active contributor to global climate governance rather than solely an energy exporter.
These efforts culminated in Azerbaijan hosting the Twenty-Ninth Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) in Baku from 11 to 22 November 2024. Hosting COP29 represented one of the most significant diplomatic achievements in Azerbaijan's modern history and substantially elevated the country's international profile. The conference brought together heads of state, ministers, international organizations, financial institutions, development agencies, multinational corporations, and civil society representatives to discuss climate finance, renewable energy deployment, carbon markets, and sustainable development. Azerbaijan used the conference to present its vision of becoming a regional green energy hub while highlighting ongoing renewable energy investments, electricity transmission initiatives, offshore wind projects, and plans for future green hydrogen production.
During COP29, Azerbaijan also intensified efforts to promote regional electricity connectivity. Discussions advanced on several major infrastructure initiatives, including the Black Sea Submarine Electricity Cable, which aims to connect Azerbaijan, Georgia, Romania, and Hungary through a high-voltage transmission system capable of exporting renewable electricity to Europe. Simultaneously, cooperation expanded under the Azerbaijan–Georgia–Türkiye–Bulgaria Green Energy Corridor, reinforcing Azerbaijan's long-term objective of integrating renewable electricity into Eurasian connectivity projects. These initiatives demonstrate that renewable energy has become inseparable from Azerbaijan's broader geopolitical strategy, complementing transport corridors such as the Middle Corridor while supporting Europe's transition toward diversified and sustainable energy supplies.
The establishment of SOCAR Green in January 2024 further institutionalized Azerbaijan's renewable energy ambitions. Created as a specialized subsidiary of SOCAR, the company is responsible for developing renewable energy projects, advancing decarbonization initiatives, promoting green hydrogen production, and expanding international partnerships in clean energy technologies. SOCAR Green represents an important evolution for Azerbaijan's national oil company, reflecting its transformation from a traditional hydrocarbon producer into a diversified energy enterprise capable of participating in the global low-carbon economy.
While Azerbaijan was implementing an ambitious strategy to transform itself into a regional green energy hub, the Republic of Korea was simultaneously redefining its own national energy and industrial policies in response to profound changes in the global geopolitical and economic landscape. As the world's tenth-largest economy and one of the largest importers of crude oil and liquefied natural gas (LNG), South Korea has historically faced structural vulnerabilities arising from its overwhelming dependence on external energy supplies. More than 90 percent of the country's primary energy requirements are met through imports, with a significant share traditionally originating in the Middle East. This dependence has made energy security one of Seoul's foremost strategic concerns, encouraging successive governments to diversify both the sources and routes of energy imports while simultaneously accelerating the transition toward renewable energy and advanced clean technologies.
The importance of diversification became even more pronounced following repeated geopolitical crises affecting global energy markets. Tensions in the Persian Gulf, fluctuations in international oil prices, disruptions caused by the COVID-19 pandemic, and particularly Russia's invasion of Ukraine in February 2022 highlighted the vulnerabilities associated with concentrated supply chains. These developments prompted South Korea to broaden its energy diplomacy beyond traditional suppliers, seeking closer cooperation with resource-rich and politically stable partners across Central Asia, the South Caucasus, and the Caspian Basin. South Korea's evolving energy strategy has also been driven by ambitious domestic climate objectives. In October 2020, President Moon Jae-in announced South Korea's commitment to achieving carbon neutrality by 2050, placing the country among the growing number of economies adopting long-term net-zero emission targets. This commitment was reinforced through the Korean Green New Deal and subsequent policy initiatives promoting renewable electricity generation, hydrogen technologies, battery manufacturing, electric vehicles, carbon capture and storage, digital energy management systems, and smart grids. These companies possess extensive experience in delivering complex engineering projects worldwide, making them well positioned to participate in Azerbaijan's rapidly expanding renewable energy sector.
The growing strategic importance of the Caspian Basin within South Korea's energy outlook reflects this broader transformation. While Azerbaijan has long contributed to Seoul's energy diversification strategy through conventional oil exports and upstream cooperation, the emergence of renewable energy opportunities has fundamentally expanded the scope of bilateral cooperation. Increasingly, the Caspian Basin is viewed not merely as a source of hydrocarbons but as a future center for renewable electricity, green hydrogen, and sustainable industrial development. Azerbaijan's vast offshore wind resources, expanding electricity transmission infrastructure, and ambitious decarbonization agenda closely align with South Korea's technological capabilities and long-term energy security objectives.
Against this background, renewable energy gradually became a more prominent topic within bilateral political dialogue. One of the earliest indications of this shift occurred in November 2021, when Azerbaijan's Minister of Energy Parviz Shahbazov met representatives of South Korea's Presidential Committee on Northern Economic Cooperation. Beyond renewable electricity generation, Korean interest expanded into several complementary sectors, including smart grids, hydrogen technologies, battery storage, digital energy management, and carbon reduction solutions. These areas closely correspond with Azerbaijan's objective of modernizing its industrial base while integrating digital technologies into its energy transition. As both governments sought to strengthen cooperation in high-value industries, renewable energy became increasingly intertwined with broader discussions concerning innovation, technology transfer, workforce development, and industrial competitiveness.
The most significant breakthrough in bilateral green energy cooperation occurred on 25 February 2026, when the State Oil Company of the Azerbaijan Republic (SOCAR) and Samsung E&A signed a Memorandum of Understanding establishing a comprehensive framework for cooperation in sustainable industrial development and energy transition. The agreement represented far more than a conventional commercial arrangement. Instead, it reflected the strategic evolution of Azerbaijan–South Korea relations from traditional hydrocarbon cooperation toward industrial decarbonization, technological modernization, and clean energy development.
The Memorandum encompasses several key areas of cooperation, including improving the efficiency of existing industrial facilities, supporting carbon reduction initiatives, strengthening local manufacturing capabilities, establishing regional procurement and logistics centers, promoting technology transfer, developing human capital, and expanding collaboration in engineering and project implementation. For SOCAR, the agreement complements the company's ongoing transformation into a diversified international energy company. Traditionally recognized as Azerbaijan's national oil and gas company, SOCAR has increasingly expanded its activities into renewable energy, sustainability, and environmental innovation through the establishment of SOCAR Green and related initiatives. Cooperation with Samsung E&A therefore provides access to advanced engineering solutions capable of supporting industrial decarbonization while improving operational efficiency across Azerbaijan's energy sector.
For Samsung E&A, Azerbaijan offers an opportunity to strengthen its presence within one of Eurasia's fastest-growing renewable energy markets. The company possesses extensive global experience in energy infrastructure, petrochemical facilities, hydrogen technologies, carbon reduction projects, and sustainable industrial engineering. Participation in Azerbaijan's green transformation therefore aligns closely with Samsung E&A's broader international strategy of expanding its portfolio beyond conventional energy infrastructure toward environmentally sustainable industrial solutions.
The timing of the agreement is particularly significant. Rather than representing an isolated commercial transaction, the Memorandum reflects Azerbaijan's implementation of the "Azerbaijan 2030: National Priorities for Socio-Economic Development" strategy, which emphasizes economic diversification, environmental sustainability, technological innovation, and industrial modernization. While oil and natural gas will remain central to Azerbaijan's economy for the foreseeable future, government policy increasingly emphasizes developing renewable electricity generation, expanding electricity exports, promoting industrial decarbonization, and attracting high-value technology investments.
